An LV approved/responsible person course is not simply a box-ticking exercise for electricians. It supports a formal safety role in workplaces where low-voltage electrical systems must be operated, isolated and maintained without exposing people, property or business operations to unnecessary risk. For facilities teams, contractors and duty holders, the key issue is not just who has attended training, but whether the individual is competent, properly appointed and supported by clear site procedures.
The term can mean different things between organisations. Some employers use Approved Person, Responsible Person or Authorised Person interchangeably; others assign distinct responsibilities to each. The common thread is control of electrical risk. Training should therefore be considered alongside the organisation’s electrical safety rules, the complexity of the installation and the authority given to the person appointed.
An LV approved/responsible person course is designed for people who will take responsibility for defined electrical safety activities on low-voltage systems, generally up to 1,000V AC or 1,500V DC. Depending on the site and role, this can include managing isolations, issuing or receiving permits, supervising work, confirming safe conditions and maintaining records.
It is particularly relevant where electrical work is carried out in commercial premises, industrial facilities, estates, transport environments and larger residential developments. In these settings, a simple instruction to “turn it off at the board” is not an adequate control measure. Multiple supplies, generators, photovoltaic systems, UPS equipment, shared distribution arrangements and work by several contractors can all complicate isolation.
A worthwhile course explains the principles behind the role as well as the process. Delegates should understand their limits of authority, when to stop work, when to involve a senior authorised person or competent electrical contractor, and how to communicate safely with those carrying out the task.
This distinction matters. A training certificate demonstrates that a person has completed a course and, where assessed, met the provider’s stated standard. It does not automatically make that person responsible for an installation, nor does it transfer a duty holder’s legal responsibilities.
Appointment is an employer-led decision. Before appointing someone, the organisation should consider their electrical knowledge, practical experience, familiarity with the site, ability to follow the local safety rules and the exact duties they will undertake. The appointment should be written, role-specific and reviewed when the individual’s responsibilities, site conditions or competence change.
The Electricity at Work Regulations 1989 require systems to be constructed and maintained to prevent danger so far as is reasonably practicable, and require people working on or near electrical systems to be competent for the work they undertake. Training is one part of competence. Experience, supervision, technical knowledge and an understanding of the particular installation are equally significant.
For this reason, an experienced maintenance electrician may still need site-specific instruction before taking an LV responsible-person role. Equally, a delegate who performs well in a classroom may need a period of mentoring before being authorised to make operational decisions independently.
Course content varies by provider, sector and employer procedures. However, a programme intended to support LV responsibility should address the practical decisions that determine whether work is controlled safely.
Delegates should understand the difference between the duty holder, the person appointing, the person controlling the work and the person carrying it out. Clear boundaries prevent an individual from accepting responsibility that sits outside their competence or formal authority.
This should include the relationship between electrical safety rules, risk assessments, method statements and permit systems. A permit is not a substitute for sound judgement. It is a controlled record used within a properly managed system.
Safe isolation is central to low-voltage electrical safety. Training should cover identifying all possible sources of supply, selecting suitable points of isolation, securing the isolation, placing warning notices where required and verifying that the circuit is dead with an appropriate test instrument.
The proving process deserves particular attention. Test equipment should be proved before and after use using a known source or proving unit. A voltage indicator that has failed during use can create a dangerous false assumption that a circuit is dead. Delegates should also understand that lock-off devices, labels and test equipment must suit the equipment and task.
On more complex sites, planned switching may affect essential services, production equipment, fire systems, security arrangements or tenants. The responsible person needs to understand approved switching schedules, escalation routes and the operational consequences of the work.
Training should cover the use of documents such as permits-to-work, limitation-of-access forms and sanction-for-test arrangements where these apply. The names used can differ, but the objective remains the same: make the condition of the system, the scope of work and the controls clearly understood by every relevant person.
A competent person should know how to respond if conditions differ from the plan, an isolation cannot be confirmed, equipment is damaged or an incident occurs. That includes stopping work, making the area safe and escalating promptly.
Accurate records are also essential. Up-to-date single-line diagrams, isolation records, permit registers, switching logs and appointment records give a facilities team evidence of control and help prevent dangerous assumptions during future work.
The appropriate delegate depends on the organisation’s electrical safety management arrangements. Typical attendees include electrical supervisors, maintenance electricians, facilities engineers, site engineers, building-services managers and those nominated to control contractors working on electrical systems.
A course may also be useful for technically minded managers who need to understand the governance of electrical work, although they should not be appointed to undertake technical duties without the necessary competence. Conversely, staff who only need basic electrical safety awareness do not usually require responsible-person training.
For property managers and procurement leads, the practical question is whether the appointed individual has enough authority to control the work. A skilled electrician cannot manage a safe isolation effectively if they are unable to access plant rooms, obtain shutdown approval or challenge an unsafe programme.
The best course is not necessarily the longest or the one with the most impressive title. It should reflect the actual systems, risks and duties at your premises. A single commercial office with straightforward distribution has different needs from a manufacturing site with process equipment, standby generation and several maintenance contractors.
Before booking training, establish the proposed role in writing. Define which systems the person may control, what documents they may issue, whether they can authorise others, and what work must be referred upwards. This makes it far easier to select suitable content and assess whether the delegate has the required starting knowledge.
Ask whether the training includes practical safe-isolation exercises, assessment of understanding and discussion of site-specific procedures. Generic theory has value, but it should not leave delegates uncertain about how to apply a lock-off process or manage a permit in their own workplace.
It is also sensible to consider refresher arrangements. There is no universal interval that suits every organisation. Reviews may be needed after changes to electrical infrastructure, an incident or near miss, a prolonged absence from the role, changes to safety rules, or evidence that procedures are not being followed consistently.
After the course, the employer should complete the appointment process rather than treating the certificate as the final step. This commonly involves reviewing competence, providing local familiarisation, confirming access to suitable equipment and documentation, and setting out supervision or escalation requirements.
For clients using external contractors, responsibilities should be agreed before work begins. The building operator may control the installation and isolation, while the contractor controls the method and competence of its workforce. These responsibilities must align. Gaps between the two are where unsafe assumptions often develop.
